Yes, within the license terms. You can create finished images for a client, and the license includes limited provisions for the client's use of that finished work. Each person working with the editable asset needs the required seat. Check the licensee and business scope before reusing one purchase across unrelated clients.
Check the product page for the required Photoshop version and any listed alternatives. Photopea is a free browser-based option for products that support it. Compatibility is product-specific, and a missing badge is not a reliable compatibility test. Ask Creatsy when the description and software badges disagree.
